  18. <p>     If true, it could rank as the dirtiest trick of them all. In
  19. an article in the New Yorker, Seymour M. Hersh claims that
  20. unreleased archive tapes reveal that Richard Nixon tried in 1972
  21. to link Democratic Party officials to the shooting of Alabama
  22. Governor George Wallace. Elvin Stanton, Wallace's chief aide,
  23. is calling for the release of all tapes dealing with the
  24. Nixon-Wallace affair, now held in secret in the National
  25. Archives. But Nixon lawyer R. Stan Mortenson ridiculed Hersh's
  26. sources for the story as "incompetent, clerical-level
  27. archivists."

  29. <p>     TO THE VICTORS...

  31. <p>     Republicans are finding out the hard way that the only rule is
  32. majority rule. The Democratic Caucus is amending House rules to
  33. extend essential voting privileges to delegates from the
  34. District of Columbia, Puerto Rico, Guam, American Samoa and the
  35. U.S. Virgin Islands, starting in January. The five delegates
  36. just happen to be Democrats; angry Republicans are threatening
  37. delaying tactics and legal action. D.C. delegate Eleanor Holmes
  38. Norton says Republicans, "in opposing the vote for some
  39. Americans while insisting on democracy everywhere else, look
  40. like hypocrites."
